Arunachal seeks fund to implement food law

ITANAGAR, Oct 2: Union Food Minister Prof. KV Thomas said that more than 50 % of the states are ready to implement the food law (National Food Security Act) by the end of the year as others prepare to roll it out.

Addressing the two-day conference of Food Ministers & Secretaries on Implementation of National Food Security Act (NFSA) 2013 in New Delhi yesterday, Thomas informed that a Committee of Secretaries will be set up to address the concerns of the states on issues such as framing criteria for identification of beneficiaries and sharing of financial burden among others, informed state Food and Civil Supply Minister Kamlung Mosang  in a release.

“One of the main issues was protecting existing allocation. Of 35 states, 18 states would be getting lower than the current allocation. We have assured them that it will be protected,” the Union Minister said while highlighting the concerns of the states.

Responding to the demands of the states to share the cost of transportation-handling and margin of ration shops dealers, Thomas said that the Centre has agreed to share the burden.

Addressing the meeting, Arunachal Pradesh Food and Civil Supplies Minister Kamlung Mosang emphasized that the inter-state transportation charges along with FPS dealers’ and margin of wholesalers’ should be paid directly to the State Govt. and the procedures of funding be modified for effective implementation of the food law (NFSA) in Arunachal Pradesh. At present, the transportation subsidy payments are being routed through FCI, he said.

Explaining the need for enhancement of the food allocation to the state, he urged the Centre to increase the quantity of rice per person from 5 Kg to 8 Kg in Arunachal Pradesh.

Informing that the State Govt. is considering establishment of State Food Commission as provided under the Act, the minister requested the Centre to bear all the expenditures required to run the state food Commission in view of the poor financial condition of the State.

He also insisted that the State Government was not in a position to pay Food Security Allowance due to resource constraints. The necessary funds should be parked with the State in advance to pay the beneficiaries as and when required. Several States asked the Centre to bear 100% additional expenses on all accounts including transportation, handling, and commission to ration shop owners and setting up of consumer redressal mechanism. They also sought funds in advance for implementation of the law, the Minister informed.

The Minister said that every district will have a Grievance Redressal Officer to hear the grievances of the consumers.

“Presently, we have Vigilance Committees at State, District, Block/Circle and FPS levels. In order to make the functioning of the Vigilance Committees more effective, it is proposed to give incentives to the non-official members, mostly PRI members.

APLAS condemns FIR against NPF Lower Subansiri president

ITANAGAR, Oct 2: The Arunachal Pradesh Legal Aid society (APLAS) has condemned the convenors of Students’ Union Movement of Arunachal (SUMA) and All Lower Subansiri Students’ Union and former president of All Raga Students Union for filing FIR against president of Naga People’s Front (NPF) Lower Subansiri unit Advocate Subu Kechi.

In a release while urging the trio to withdraw the complaint, it said, it is a fundamental right to associate or establish or introduce a party unless it is declared illegal. All over the country, it is a known fact that NPF is a regional political party working from Nagaland. It is of no harm if the party extends a political affinity to North East India or to the entire country.

Advocate Subu Kechi, a contested MP candidate and many other prominent figures of the state are duly appointed as its party workers. The FIR has put both law enforcing agency and individual concerned into unnecessary embarrassment. Student leaders are not expected to be so unintelligent to have filed a meaningless FIR. It is unfortunate that student powers are misutilized and mass body of student sitting unconcerned. Such act is likely to harm interstate harmony, it added.

CCLAPF discusses future course of action

ITANAGAR, Oct 2: An extraordinary general body meeting of Capital Complex Land Affected Peoples’ Forum (CCLAPF) was held at Nikum Niya Hall, Nirjuli today to brief the members about the outcome of the meeting with the Chief Minister on September 29 as well as discuss the future course of action to be taken in regards to the present burning issue of mass eviction drive in the Capital Complex.

According to a release by CCLAPF, its Advisor Toko Anil briefed the meeting about the outcome of the meeting held between the Chief Minister and the joint team of AAPSU and CCLAPF. He informed that the Chief Minister has expressed his willingness to hammer out a lasting and acceptable solution which is beneficial to both the state government and the indigenous people of the state, the release said.

“However for this the report of the committee constituted by the government has to be allowed to be tabled, for which a time frame of two months has been given,” he said, and sought cooperation of the visiting delegates in this regard.

Anticipating a wise and logical decision by the government, the meeting resolved to defer peaceful dharna by two months, the release informed.

According to the release, AAPSU President Kamta Lapung, who was also present in the meeting, said that the union would oppose any decision of the government which is against the interest of the indigenous people of the state. Further, he informed that during the joint meeting of AAPSU and CCLAPF with the Chief Secretary, the latter had shown his interest only in partial lifting of the Order regarding obtaining of NOC of government employees for settling their retirement dues and for promotion in services, but not for land affected government officials, the release informed.

However, the joint delegation clarified that service rules and land encroachment cases should not be confused and mixed up. To this, the Chief Secretary agreed and stated that the said Order shall be revoked as soon as the Development Commissioner (Finance) joins back to duty from his leave, the release said.

Risso Kiagung, Art & Culture Secretary, AAPSU stated that the AAPSU supports the CCLAPF as the properties to be evicted are the properties of the indigenous people and demolishing it would be a loss for the state. He reiterated the AAPSU stand that it would not compromise on the issue of encroachment of RoW, schools, medical compounds, and other public utility centres, the release said.

Among others, Challing Yangfo, Asstt. IPR Secretary, AAPSU and Tasser Dawa, senior member of CCLAPF also spoke on the occasion.

“Till today, the government had identified land occupants whose constructions are less than 4 mtr. from the government quarters as encroachers. But, on dated 13.09.2013, the government had reviewed and done away with the 4 mtr setback distance of government quarters vide No. LM-104/2010/1480   Dtd. 13.09.2013, and further instructed not to issue land allotment in government premises. In view of the withdrawal of the 4 mtr set back distance, all constructions inside government premises becomes an encroachment case now.”

“Therefore, the Forum requests the Chief Estate Officer, Capital Complex to conduct re-verification of all the sectors of the Capital Complex afresh as per the new Rules/guidelines,” the release added.

Earlier, CCLAPF chairman Takam Dari Sojik briefed the aims and objectives of the meeting.

Victims of armed conflict need support

In a briefing paper released recently on the eve of the International Day of the Disappeared, the International Center for Transitional Justice (ICTJ) documents the experience of the wives of the disappeared in Nepal and calls for measures to address the poverty, social stigma, and legal limbo they continue to face in their day-to-day lives.

Little is known about the fate of over one thousand victims of enforced disappearance from Nepal's ten-year armed conflict, which ended in 2006.

The ICTJ paper, "Beyond Relief: Addressing the Rights and Needs of Nepal's Wives of the Disappeared," focuses attention on women in Nepal who were affected by the enforced disappearance of their husband, and the continued effects of this chilling crime.

The paper, based on interviews with over 450 wives of the disappeared across Nepal, highlights the precarious economic situation that often results from the loss of a husband, who is most often the family's sole breadwinner.

According to the report, the economic burden of supporting the family and children usually falls on the wife who is left behind. While a quarter of the women recalled not having enough before the disappearance, a staggering 70 percent reported not having enough after the crime.

A government-run relief program provides support to some victims of the conflict, including families of the disappeared. But its short-term, mainly financial benefits do not begin to address the complex and often long-term or permanent harms that result from an enforced disappearance.

For the majority of the women, their financial hardship is compounded by Nepali laws that do not recognize the "disappeared" as a legal category, despite a decade of violence that saw over a thousand go missing. Without declaring a husband dead, or without the cooperation of in-laws, a surviving wife cannot inherit land or other property. And without land, it is impossible to secure loans or mortgages or to otherwise achieve some level of economic independence.

Underlying their situation of chronic poverty and isolation is the desperate need to know what has happened to their husband. Despite commitments, the Nepali state has not taken steps to investigate the fate and whereabouts of the disappeared or try those suspected of committing the crime.

And the wait continues

Dear Editor,

Through your esteemed daily, I would like to focus some of the problems of the candidates for the post of constables in the department of Tax and Excise. For the posts of constables the aforesaid department conducted written exam in September 2012, but still there is no any clue regarding the declaration of result. Other departments like police, education etc. can conduct exam and declare results in few days, then why Tax and Excise Department is taking so long?

Through this letter I want to ask the concerned department when they will declare result. Or have they filled these posts through backdoor appointments? How long we will have to wait for the written examination result? Whether they are going to provide us TA/DA for such delay? This type of delay in declaring results frustrates all the unemployed candidates.

Therefore it is our earnest appeal to Minister (Tax and Excise) to intervene in this matter and declare the written result at the earliest.

Yours,

T.Tapu

Diminishing stature of indigenous people

Dear Editor,

Through the column of your esteemed daily, I would like to express my view in connection with illegal bogus voter’s issue which is matter of serious concern for the public, students and intellectual’s people of 12 -Pakke-Kessang. On Nov. 2012 All Pakke - Kessang Pejriang Dessing Passo Seijusa Student Union (APPDSSU) staged mass protest movement against the illegal bogus voters of 5(five) circle of our jurisdiction at administrative Head Quarter at Seijusa and it was found that more than five hundred illegal bogus voters has been entitled. As per my view such incident is happening due to less support and cooperation of intellectuals, public and senior citizen. Politicians are also taking advantage of the situation. It is also serious problem that in our area the value and status of indigenous people has been demolishing day by day. And many innocent youth have been used by people with monetary power and destroyed true spirit of democracy. I strongly appeal all intellectuals, senior citizen and entire students' community of our area to come together and root out social elements from our area, so that value and status of indigenous people remains intac.

Yours,

Hina Nabam Bodha

Listen to us

Dear Editor,

Arunachal Pradesh Abo Tani Clans Youth Organization (APATCYO) has already submitted memorandum to State Govt, but still there is no any response from State Govt.  Once again we reiterate following demand to State Govt, to immediately fulfill our 5(five) point charter of demand as given below

1.     Electronic media for free and fair news coverage in the state

2.     State Assembly should be live telecast.

3.       RTE. Act.-2005 should be effectively implemented in the school

4.      Immediately appoint Independent Home Minister.

5.      DGP office Itanagar should be separated from PHQ to any other suitable place.

APATCYO’s five point charter of demand is long pending demands. It is hope that state govt will co-operate with us.  As we know that, electronic media is very important for the society. Without electronic media state is witnessing big corruption.

We want state assembly be live telecast because every citizens of Arunachal has right to know what matter is going to be discussed in state assembly. We demand immediate appoint of Independent Home Minister as our State Govt, is running without Home Minister? Without Home Ministers we are facing lots of corruption like rape, murder and kidnapping. So, immediately appoint Home Minister as soon as possible. Education sector is complete failure in the state. We need attention in education sector, because Education sector is main backbone of state development. Therefore proper implementation of RTE act is important.  We also condemn the Likabali rape incident and demand strict punishment for the accused. We feel sorry for the victim as well parents.

Yours,

Kame Kipa

President

APATCYO

Was it a futile promise?

Dear Editor,

The Likabali minor rape incidents which shock the whole state lead to the pouring in of condemnation from every nook and corner of the state as it was the rarest of the rare case in it. Many associations, Unions, NGOs, Tribe, and Community came forward in support of the victim which shows humanism against such heinous crime.

For the early rehabilitation of the students a local committee was formed, which is suppose to provide every possible help to the victims. The Government has assured us to provide every possible assistance through local committee. As an early rehabilitation fund to the victims, our respected Chief Minister had announced to give Rs 10.00 lacks to victims. Hearing this, the disheartened parent’s atleast saw ray of hope, as they will not have to spend their hard earn money on their ward for admission in same class in other schools. But two months have passed; we have not got even a single rupee from any authority.  When we enquired the local committee about the compensation money they told that no such compensation amount has received by them from higher authorities or district authorities.  It is frustrating to ask about money every time but how can poor parents afford to admit their children in a school twice in a year.

As most of the parents are poor farmers, the rehabilitation amount assured by the Chief Minister value a lot to us. The local committee also assures us that admission to other school will be done on the payment of half of the actual admission fees but not such compensation was given to any victim.

Now, I would like to ask the Government, why it is taking so long time to dispense the rehabilitation fund announced by Chief Minister? OR our CM had made futile promise to victims by not actually sanctioning the said fund? Is local committee constituted working anymore or not?

It is request of the every parents that Government should provide the best possible help to each and every victim in true sense, so that every victim can return back to their normal life and able to build the strong nation as the saying goes ‘Students are the Builder of the Nation’.

Yours,

Mr. Doi Riram

Likabali
